A new strategic approach to health for the EU (2008-2013)

The present White Paper sets out a new Community health strategy until 2013, which is designed to confront the growing challenges to the health of Europe's citizens, such as population ageing, cross-border health threats or illnesses linked to unhealthy lifestyles. This strategy is also intended to strengthen, in a single strategic framework, Community cooperation in the areas in which the Member States cannot act alone, ensure that health is better understood at European level and worldwide, and secure a bigger role for health in all policies. To this end, the White Paper proposes four principles and three strategic objectives for the coming years.

Evariste Ndikumana is a member of the Batwa community from Burundi, in central Africa. With a population of 80,000, the Batwa are the third largest ethnic community in Burundi. Evariste recently represented the Batwa in a fellowship training program for French-speaking indigenous peoples organized by the UN Human Rights office in Geneva.

Le prèsent livre blanc dèfinit une nouvelle stratègie communautaire en matière de santè jusqu'en 2013 afin de faire face à des problèmes de plus en plus prononcès pour la santè de la population tels que le vieillissement, les menaces transfrontalières pour la santè ou des maladies lièes à des styles de vie peu sains. Cette stratègie vise ainsi à renforcer, dans un cadre stratègique unique, la coopèration communautaire dans les domaines dans lesquels les É°tats membres ne peuvent agir seuls, à assurer une plus grande comprèhension de la santè au niveau europèen et global, et à rèserver plus de place à la santè dans l’ensemble des politiques. À cet effet, le livre blanc propose quatre principes et trois objectifs stratègiques pour les annèes à venir.

Il presente libro bianco definisce una nuova strategia comunitaria in materia sanitaria fino al 2013 per fronteggiare problemi sempre più pronunciati per la salute della popolazione come l’invecchiamento, le minacce transfrontaliere per la salute o le malattie legate a stili di vita poco salubri. Questa strategia intende in questo modo rafforzare, in un quadro strategico unico, la cooperazione comunitaria nei settori nei quali gli Stati membri non possono agire soli, garantire una maggior comprensione della salute a livello europeo e globale e riservare più spazio alla salute nell’insieme delle politiche. A tal fine, il libro bianco propone quattro principi e tre obiettivi strategici per i prossimi anni.
